Portail famille périscolaire vs parent messaging app
At 17:25 a parent writes that her sister will collect Léa tonight. Another says Tom is ill and will not come on Wednesday. An animateur wants to share the photo from the afternoon workshop. The portail famille périscolaire your municipality or association uses was built for something else: registration, invoices and online payment. Buy the portail for that job, check what its messaging really does, and add a dedicated parent channel only if a gap remains.
| Job | Portail famille | Daily parent channel |
|---|---|---|
| Registration, booking, cancellation | Yes, core scope | No |
| Invoices and payment | Yes, core scope | No |
| Attendance and planning records for the funder | Yes | No |
| Absences, pickup changes, delays | Not shown in the sources below | Core scope |
| Photos from the day, replies to parents | Not shown in the sources below | Core scope |
Two jobs that get sold as one
The second job is conversational and short-lived. These messages go from one person to another and expire within a few hours, so they do not belong in an invoicing workflow.
The two jobs typically have different owners as well. The first tends to sit with the municipal enfance service or the association’s administrator. The second sits with the people on site: the directeur, the animateurs, the person at the gate at 17:30. If the tool is chosen with only the first job in mind, check that the second still has a channel.
What a portail famille périscolaire covers
Three descriptions, two from vendors and one from a municipality, line up on the core scope. Three sources is a small sample, so read the table as a pattern to test, not a market survey.
| Source | What it describes | Parent communication described |
|---|---|---|
| Ville de Perpignan, portail famille | Family file, activity agenda, invoices for périscolaire activities, school catering payment by direct debit or card; for 2026/2027, meal and daycare requests “doivent s’effectuer uniquement en ligne” | Not specified on the page |
| Logiciel Enfance (vendor) | Reservations with “paiement à la réservation”, invoices and fiscal attestations, SMS messaging with consent management, invoice and collection alerts | SMS campaigns and billing alerts |
| Les Parents Services (vendor, undated page) | Registration and cancellation for school, périscolaire and extrascolaire activities, online card payment, quota management | Email invoice alerts, customisable messages, a “Message Flash” on the login page |
Some portals may offer an absence form or departure authorisations; that is not confirmed for the three above, so ask each vendor directly.
The pattern is clear enough: the messaging described is mostly administrative notice (invoices, announcements, SMS campaigns). If SMS is part of your plan, the French rules on SMS sender IDs are worth checking first. Nothing in these descriptions presents a back-and-forth channel for pickup changes or photos.
What the funder asks for, and what it does not
The Caf’s practical guide to ALSH (edition 7, updated July 2025) lists what the structure must be able to show: a “relevé de présence réelle quotidien des enfants”, “factures aux familles” and a “planning d’activités”. It requires modulated pricing for the service payment and a projet éducatif that takes “la place des parents” into account.
Those are records, and a portail famille is the natural home for them. The guide sets no rule on which tool carries day-to-day communication with parents, and we found no citable guidance on it from Jeunesse et Sports or ANCV. If you need certainty for your structure, confirm with your own Caf contact.
Communication avec les familles en accueil de loisirs: the five criteria
Before comparing products, write down what the day-to-day channel must do. Five criteria cover most structures.
- Two-way and quick. A parent can write to the team and get a reply the same day.
- Group-scoped. A message to “Mercredis, 6-8 ans” reaches those families and no one else.
- Photo control. Albums limited to the right group, with view and download settings.
- Multilingual families. Messages that can be read in the parent’s language.
- No personal numbers. Animateurs do not give out their own phones, which is the usual failure of WhatsApp groups run by staff.
BeeNet is one option that covers these five criteria. It does not take bookings, issue invoices or collect payments, so it complements a portail rather than replacing it.
Photos and consent
Images of children are not purely a tool question. Since the law of 19 February 2024, article 372-1 of the Code civil states that “les parents protègent en commun le droit à l’image de leur enfant mineur”. That is a general rule on parents, not an ALSH-specific obligation, but it is a good reason to collect written consent before you post photos anywhere. CNIL’s guidance for schools (undated) says the same for newsletters and school websites: written agreement from parents or legal representatives, documented.
In practice, this looks like a one-page consent form signed at registration, a list of children without consent kept where the animateurs can see it, and a rule that photos go to the group’s parents only, never to a public page. Whatever tool you choose, check how it restricts who can view and download an album.
Logiciel enfance mairie: how not to buy one tool for both
For a municipality, the temptation is to ask the portail vendor to add communication to the same contract. That can be right if the module genuinely does what you need. Here is a way to test it in three steps.
1. List the daily messages your team sends
Take one week. Count the pickup changes, absences, delays and photo requests. A shared sheet works well: each animateur ticks the type of message and the channel it arrived on (phone, WhatsApp, paper). If billing questions are under a third of the week’s messages, the gap is in daily messaging; if they are over half, the portail is probably enough.
2. Ask the portail vendor four concrete questions
- Can a parent send a message to the team and receive a reply in the same tool?
- Can the directeur message one group only?
- Can photos be shared with consent and access limits?
- Who can view and download an album, and can that be set per album?
Ask for a demo of each exact scenario rather than a tick on a feature list.
3. Price the gap, not the whole stack
Neither vendor above publishes prices (Logiciel Enfance quotes on request; Les Parents Services offers a demo). Ask for the cost of the messaging module alone and compare it with a dedicated channel. For associations without a portail yet, the comparison of free leisure-center management software covers the administration side; for the daily channel, see how after-school club software compares.
Verdict and next step
Keep the portail famille for enrolment, attendance, invoices and payment. Run the three-step test during the next school-holiday period, when message volume is high enough to show the gaps. The sources here describe features, not outcomes, so the case rests on fit rather than measured results. If your portail cannot handle all four vendor-question scenarios, add a separate parent channel and keep the two roles distinct. If it can, and parents actually use it, a second tool only adds a login.
Administration in one place, daily conversation in another, each chosen for its job. BeeNet is one implementation path for the second job, working alongside whatever portail you already use: group messaging and direct messages between families and staff, announcements, photo and video albums scoped to a group or event with per-album view and download settings, translation of messages into more than 130 languages, and an authorised-pickup list families can manage. It does not connect to any portail famille; the two run side by side. Municipalities and associations can see how BeeNet works alongside a portail in a demo. If you run a private school in France, you can also look at BeeNet’s founding-schools offer: 10 places, BeeNet free until 31 August 2027, then a founding price locked for 3 years.
